The first stage of research in Phase III of the Municipal Services Project is a ‘mapping exercise’ designed to determine the range of ‘alternatives to privatization’ that exist in the sectors being studied, and the best criteria to use for their analysis and evaluation.
The Terms of Reference for this study outline the primary objectives of the research, and should be read in conjunction with the Typologies developed as a reference point for categorizing these alternatives and a draft framework used by researchers to determine Criteria for Success.
Research was primarily desktop in nature, due to the scoping character of the investigation, but did involve some primary interviews and data collection. The mapping exercise was broken into three sectors (health, water/sanitation, electricity) and covered large parts of Asia, Latin America and Africa, with a large and diverse research team.
Final reports will be compiled for each sector/region, along with additional historical and sector-specific evaluations, and will be published as a book by Routledge Press in 2010 or early 2011.
